Public Involvement

Public involvement is an integral element of the NEPA process. The U.S. Army Corps of Engineers Charleston District (Corps) takes a proactive approach to inform and involve the public, resource agencies, industry, local government, and other interested parties about the project and to identify any public concerns. The Corps involves the public and invites participation through public meetings and other outreach efforts, such as project update mailings and maintenance of this project website. Public views and concerns expressed during this study will be considered during the preparation of the draft and final Environmental Impact Statement (EIS). The views and concerns will be used to develop the purpose and need, develop reasonable and practicable alternatives, identify significant resources, evaluate impacts of the various alternatives, and identify the environmentally preferred alternative.

Public Comment Submission

Public Comments on the Draft EIS were accepted from April 29 through July 9, 2016 and the comment period is now closed. Thank you to all who provided over 200 comments. Individual response letters will not be provided to commenters; however, public input is being carefully considered in the preparation of the Final EIS. This document will include descriptions of public comments and indicate how they were addressed in the Final EIS.

May 24, 2016 - Public Hearing on the Draft EIS

A Public Hearing was held by the Corps of Engineers to receive oral and/or written comments on the Draft EIS. The Public Hearing was held from 7:00 – 9:00 PM EST on Tuesday, May 24, 2016, at the Military Magnet Academy, 2950 Carner Avenue, North Charleston, South Carolina 29405. An informal open house was held from 5:30 – 7:00 PM EST prior to the Public Hearing to allow a review of project information and individual discussion with Corps of Engineers staff. Informational posters that were presented at the open house can be viewed here. The Public Hearing will begin at 7:00 PM EST with an introduction and formal acceptance of public comments. A court reporter was present to record all public comments. Comments may be submitted until July 9, 2016.

October 27, 2015 Second Public Scoping Meeting and Open House

A second Public Scoping Meeting regarding the revised project was held at 5:00 PM on October 27, 2015 at the Military Magnet Academy Cafeteria, 2950 Carner Avenue, North Charleston, SC, to solicit public comments regarding revisions to the Proposed Project. The Corps, Palmetto Railways, and the third-party contractor (Atkins) held an informal open house from 5:00-7:00 pm to discuss changes to the proposed ICTF. The Deputy District Engineer for the Charleston District, Major Nathan Molica, opened the formal meeting at 7:00 p.m. Nat Ball then described the project, the NEPA process, a general EIS timeline, and the opportunities for public involvement and comment provided during the EIS process. Mr. Jeff McWhorter, President and CEO of Palmetto Railways, provided additional information about the purpose of the Proposed Project and the changes to the plans since the 2013 scoping meeting. Following the presentations, members of the public were invited to make oral comments in the presence of a court reporter. A total of 18 people made oral comments.

A Notice of Scoping Meeting was sent out by email to the Navy Base ICTF mailing list, the U.S. Army Corps of Engineers, Charleston District (Corps) mailing list, posted on the Navy Base ICTF website, and posted on the Corps Charleston District website on September 25, 2015. The public scoping comment period was from October 27, 2015 to November 27, 2015.

November 14, 2013 Public Scoping Meeting and Open House

A Public Scoping Meeting was held at 5:00 PM on Thursday, November 14, 2013, at the Chicora School of Communications (former Ronald C. McNair Elementary School), 3795 Spruill Avenue, North Charleston, South Carolina, 29405, to solicit public comments regarding the Proposed Project. The Corps, Palmetto Railways, and the third-party contractor (Atkins) held an informal open house from 5:00-7:00 pm to discuss the proposed ICTF. The District Engineer for the Charleston District, Lt. Col. John T. Litz, opened the formal meeting at 7:00 p.m. and Mr. Jeff McWhorter, President and CEO of Palmetto Railways, welcomed the attendees to the scoping meeting. The Corps Project Manager, Nat Ball, then described the project, the EIS process, a general EIS timeline, and the opportunities for public involvement and comment provided during the EIS process. Following the presentations, members of the public were invited to make oral comments in the presence of a court reporter. A total of 13 people made oral comments.

The Notice of Intent and Notice of Scoping Meeting was placed (noticed) in the Federal Register on October 23, 2013. The public scoping comment period was from November 14, 2013 to December 14, 2013.

May 6, 2014 Community Meeting and Open House

A Community Meeting was held from 6:00-8:00 PM on Tuesday, May 6, 2014 at the Military Magnet Academy, 2950 Carner Avenue, North Charleston, SC 29405. The Corps held a community meeting to allow for open and informal discussion between members of the community, interested parties, and the Project Team, which includes the Corps, Palmetto Railways, and the third-party consultant (Atkins) preparing the EIS. Information was presented on posters and the Project Team was available to discuss project details and to answer questions. How can I get involved?

  • Scoping: The Corps held Scoping Meetings on November 14, 2013 and October 27, 2105. At these meetings, the Corps and Palmetto Railways provided information on the Proposed Navy Base ICTF Project, as well as the NEPA process and preparation of an EIS. The purpose of these meetings was to solicit public comment regarding the project. Written and verbal comments are documented in the Navy Base ICTF Scoping Reports.
  • Community Meeting (May 6, 2014): A Community Meeting was held from 6:00-8:00 PM on Tuesday, May 6, 2014 at the Military Magnet Academy, 2950 Carner Avenue, North Charleston, SC 29405. The Corps held a community meeting to allow for open and informal discussion between members of the community, interested parties, and the Project Team, which includes the Corps, Palmetto Railways, and the third-party consultant (Atkins) preparing the EIS. Information was presented on posters and the Project Team was available to discuss the project and to answer questions.
  • Draft EIS: The Corps held a public hearing to collect comments from stakeholders on the Draft EIS. The public hearing took place on Tuesday, May 24th, 2016 at the Military Magnet Academy Cafeteria, 2950 Carner Avenue, North Charleston, SC. The public was invited to attend and submit oral or written comments on the Proposed Project and Draft EIS.
  • Final EIS: When the final EIS is made public, the Corps will notify the public and make copies available to local repositories and on this web site. To receive automatic updates, sign up for the mailing list.
