The U.S. Army Corps of Engineers,
Charleston District (Corps) is preparing an Environmental Impact Statement
(EIS) for the potential impacts associated with the proposed construction and operation
of the Intermodal Container Transfer Facility (ICTF), located on the former Charleston
Naval Complex (CNC) in North Charleston, South Carolina. Palmetto Railways (a division of
the South Carolina Department of Commerce) intends to construct and operate an ICTF on the
CNC in North Charleston, SC, which would provide equal access to both Class I rail carriers
serving Charleston, South Carolina-CSX Transportation (CSX) and Norfolk Southern
Railway (NS). Under the National Environmental Policy Act
of 1969 (NEPA), the Corps is required to identify and analyze the potential environmental impacts
of this project, and to make sure this information is made available to public officials and citizens
before decisions are made and before actions are taken. The Corps will complete the review, analysis,
and evaluation of the Proposed Project, as well as other reasonable and practicable alternatives,
as a neutral party. Upon completion of the EIS, the Corps will decide whether to permit or not permit the
Proposed Project as the least environmentally damaging practicable alternative.
The purpose of this website is to inform members of the public and other interested
parties about the progress of the EIS for the Navy Base ICTF Project
and to provide additional information about the NEPA process and opportunities for public
participation. Through this site, you can sign up to receive updates on the progress of the EIS
by joining the mailing list, view project documents as they become available, and submit
comments during NEPA comment periods.
